Change in funding schedule for multi-year contract
On 14 October 2026, the Kyiv City State Administration Department (Centre) for the Provision of Administrative Services and Ukraine-Restauratsiya Restoration-Architectural-Reconstruction Construction Association LLC signed a supplementary agreement to the contract for the restoration of the Palace of Marriages, located at 11 Beresteiskyi Avenue. The parties reviewed the funding schedule, keeping the total contract value at UAH 279.57 million.
Under the new terms, the amount of funds allocated for 2026 decreased from UAH 48.9 million to UAH 37.94 million. In contrast, funding for 2027 increased from UAH 147 million to UAH 157.96 million, while funding for 2028 remained unchanged at UAH 83.68 million. The document states that the reason for these changes was the reduction of budget allocations for the current year.
Official position of city authorities
It is worth noting that on 24 September 2026, an announcement was published regarding the procurement of works for the restoration and adaptation of the Palace of Marriages for modern use. The only participant in the open tender was Ukraine-Restauratsiya LLC. The plan called for the works to last until August 2028 and include dismantling works, updating of engineering networks, elevators, facade, stained glass, as well as landscaping of the territory.
However, as early as 30 September 2026, the Kyiv City State Administration refuted information about the immediate use of the full amount of funds for a large-scale restoration. The city administration explained that UAH 279.57 million is only the contractual value of a multi-year project. Given the security situation, a comprehensive renovation of the building during the war is not planned.
Nataliia Shamrai, Director of the Kyiv City State Administration Department (Centre) for the Provision of Administrative Services, emphasised that at the current stage, only the minimum necessary works will be carried out to stabilise the condition of the structure and prevent its destruction. The remaining funds will be directed to the city's priority needs.
«Наше завдання – законсервувати Палац і зберегти його, щоб після перемоги, коли будуть відповідні безпекові та фінансові можливості, повернутися до проєкту та створити той Центральний палац одружень, на який заслуговує Київ» (Our task is to conserve the Palace and preserve it so that after victory, when there are appropriate security and financial opportunities, we can return to the project and create the Central Palace of Marriages that Kyiv deserves), Nataliia Shamrai stated.
Preliminary works began in 2025
Preparations for the future restoration began after the Palace of Marriages transferred from state ownership to the ownership of the Kyiv territorial community in 2024. According to the Kyiv City State Administration, the building was in a dilapidated state, and no comprehensive repairs had been carried out since 1986.
In April 2025, the Kyiv City State Administration Administrative Services Centre ordered a survey of the building and the development of a concept for its transformation for modern use, specifically for housing the capital's Administrative Services Centre, for UAH 1.37 million. In May of the same year, an inspection of the structures and engineering networks was carried out for UAH 1.17 million.
In August 2025, a contract worth UAH 4.62 million was signed with Conservation-Restoration Centre LLC for the development of scientific-project documentation. The project envisaged not only restoration but also the adaptation of premises for the operation of the Administrative Services Centre, the creation of a server room, a room for psychological assistance, and the possible holding of wedding ceremonies on the roof. At the end of November 2025, the Advisory Council on Cultural Heritage Protection unanimously supported the developed documentation. It was planned to arrange a vestibule with an electronic queue on the first floor, and a ceremonial hall for marriage registration and a conference hall on the second floor. The use of basement premises as a shelter was also planned.
Contractor history and links with other companies
According to YouControl data, Ukraine-Restauratsiya LLC was registered in 2023 in Boryspil. The founder and manager is Vasyl Haidy. According to Clarity Project data, before the contract with the Kyiv City State Administration, the firm signed two contracts this year with a total value of UAH 55.5 million: for the restoration of the National Museum "Chornobyl" building and the installation of a tent. As of 19 October 2026, payment for these contracts had not been made.
To obtain the first budget contract for repairs at the "Chornobyl" museum, the company provided a certificate of experience, citing three 2024 contracts with Special Scientific-Restoration Project-Construction-Production Workshop "Ukraine-Restauratsiya" LLC (now Vivo Bud 15 LLC). These concerned subcontracting works for the restoration of the Refectory at 24-v Volodymyrska Street in Kyiv, the "Ivan Kushnyk Tower" in the National Kyiv-Pechersk Reserve, and the town hall in Berezhany.
Vivo Bud 15 LLC and Ukraine-Restauratsiya LLC are linked by the fact that until September 2025, they had a common owner — Vasyl Haidy. Currently, Vivo Bud 15 LLC belongs to Georgian citizen Vakhtang Kapanadze.
Vivo Bud 15 LLC (formerly "Workshop 'Ukraine-Restauratsiya'") is known for its participation in the construction of the National Memorial Complex of the Heroes of the Heavenly Hundred – Museum of the Revolution of Dignity. In 2018, a contract worth UAH 148.8 million was signed, of which UAH 111.58 million was paid to the contractor as an advance. Construction did not begin due to the seizure of land plots. After prolonged court disputes, the state refused the contractor's services, and legal relations were finally terminated in 2024.
Historical note on the Palace of Marriages
The Palace of Marriages building was built in the Neo-Modernism style and solemnly opened in 1982 on the occasion of the 1500th anniversary of Kyiv. Due to its triangular shape, determined by the need to distribute visitor flows, the structure received the popular name "Bermuda Triangle". For a long time, the Palace was under the jurisdiction of the Ministry of Justice of Ukraine. Currently, the building has the status of a recently discovered cultural heritage object. Against the backdrop of chaotic construction in the capital, the Palace has largely lost its ceremonial appearance and grandeur, being surrounded by monster skyscrapers.
Nataliia Shamrai has headed the Kyiv City State Administration Department (Centre) for the Provision of Administrative Services since 2015. The department's activities are controlled by Deputy Head of the Kyiv City State Administration Volodymyr Prokopiv.
