The Cabinet of Ministers of Ukraine has adopted a resolution launching a two-year experimental project. Its aim is to simplify the process of creating combined water crossings and the infrastructure leading to them. The key innovation is the ability to carry out construction work without obtaining standard permitting documents.
According to the government decision, this experiment will last no more than two years from the date the relevant resolution enters into force.
The government has addressed the Kyiv City and nine regional military administrations with a recommendation to allocate necessary funds in their local budgets for 2026. These resources are to be directed towards the priority construction of combined water crossings and access roads to them.
The document establishes a number of concessions for builders. First, the construction of water crossings and access roads is permitted without permitting documentation. Second, upon completion of works, such facilities will not require official commissioning.
In addition, a special mechanism for supplying materials has been provided for to meet construction needs. During the period of martial law, as well as for six months after its termination, the Public Joint-Stock Company "Ukrzaliznytsia" will be able to sell crushed stone products for the construction of water crossings without conducting competitive procedures.
