Billion-scale contracts for the defence sector

Oleg Mitrokhin's business group is one of the key suppliers to the state. The main asset is LLC "MIK", which has signed contracts worth over 6.8 billion UAH in the last three years. The company's profile is material supply, specifically for the needs of the Ministry of Defence.

The second significant structure is Zaporizhzhia-based LLC "Yuhstall". Over its entire period of operation, it has signed over a thousand agreements with the state, with a total value exceeding 3 billion UAH. Together, these two companies have received nearly 10 billion UAH in budget funds.

Collusion and criminal cases

The Antimonopoly Committee of Ukraine established facts of coordinated behaviour in the tenders of the State Enterprise "State Rear Operator" in 2024 at the end of 2025. Specifically, LLC "MIK" and LLC "PAKOPTTORH" coordinated their behaviour regarding the procurement of covers for modular body armour and winter jackets for military personnel. For these violations, "MIK" was fined 30 million UAH, and "PAKOPTTORH" — 6.3 million UAH.

Data from "Antikor Fund" indicates that "PAKOPTTORH" participated in tenders 16 times but never won. In one of the tenders, its competitor was "Yuhstall". The publication speculated that "PAKOPTTORH" might have been merely a technical participant, creating an appearance of competition.

A criminal investigation is also ongoing regarding the probable collusion of officials from "MIK" and the State Rear Operator (SRO). According to the investigation, controlled firms were ensured victory in tenders, while the Armed Forces of Ukraine received goods of poor quality at inflated prices. One episode concerns the procurement of 23,000 ballistic glasses for 32.4 million UAH. The contract price was 1,409 UAH per unit, whereas similar items on the Alibaba platform cost approximately 214 to 300 UAH with a minimum order of 200 units. In January 2026, the court maintained the seizure of the property.

Expensive car fleet on company balance sheets

According to registers, LLC "MIK" owns 37 cars, including BMW X5, Lexus, Cadillac Escalade and Land Rover. According to listings on auto.ria, a new 2025 Cadillac Escalade is offered for $215,000, and a Range Rover of the same year — for $205,000.

The Bureau of Economic Security (BES) is inspecting "MIK" in a criminal case regarding possible embezzlement of property on an especially large scale and non-payment of taxes.

A similar situation is observed at LLC "UNIK "Bulava"", founded in 2022 by Mitrokhin together with his son Artem and Ministry of Defence General Yevhen Zamotayev. Recently, a 2025 BMW 740d xDrive was registered to this company, with a secondary market value ranging from $120,000 to $160,000. Company representatives responded to journalists' questions about the necessity of such a car for production needs only by recommending to send a written request.

LLC "Yuhstall", which manufactures metal tanks, has a 2024 Porsche Cayenne on its balance sheet. A company representative explained that the car is used for official business. Previously, "Yuhstall" was involved in a case regarding evasion of tax payment on an especially large scale. According to "Antikor" estimates, tax fraud reached 600 million UAH through fictitious VAT credit and cashing out funds through "risky" firms. In September, the court released the defendants from criminal liability and closed the case; details of the debt settlement have not been publicly disclosed.

Businessman's personal real estate

Oleg Mitrokhin's own wealth is also growing. According to journalists from TSN, he recently purchased an elite estate near Kyiv with an estimated value of 80 million UAH. The property includes a two-storey house with a well-maintained territory.

In addition, the businessman owns real estate in Pechersk, one of the most expensive districts of Kyiv. According to the publication, this property is associated with 2023.

Reaction to questions

In his video appeal on Facebook, recorded in Russian against the backdrop of the "Motherland" monument, Mitrokhin expressed a wish for Putin's death, peace and health for Ukrainians, concluding with the words "Slava Ukraini!" (Glory to Ukraine!).

When a journalist from "Stop Corruption" introduced himself and began explaining the essence of the investigation, the businessman hung up the phone. He did not answer subsequent calls. Questions sent via WhatsApp remained unanswered. A sales manager from LLC "MIK" stated that she had no information, and an official request to the company also received no response.

Open questions

The combination of billion-scale state contracts, AMCU fines, criminal investigations, and the presence of premium cars and expensive real estate raises questions about the ratio of income to expenditure. Although individual facts are not direct evidence of violations, no public explanation has yet been provided on how the companies' tax obligations align with their car fleets and the owner's assets.
