Investigation: Real estate registered to relatives found in assets of customs department director Zhaldak

Valeriy Zhaldak, Director of the Department of Material and Technical Support and Property Management of the State Customs Service of Ukraine, has stated in his declarations for a long time that he owns a house near Kyiv which is at the stage of unfinished construction. However, according to journalistic investigation data, as early as 2015 this object had signs of completed housing suitable for residence. Only in 2025 did the official finally register ownership rights to this real estate in his name.

Property registered to father-in-law and his sister

The investigation showed that a significant part of the real estate used by the customs officer's family legally belongs to his relatives. Specifically, in June 2025, apartments in the Glacier Premium Apartments complex in Bukovel were registered to Nadiya Titomir, who is the sister of Valeriy Zhaldak's father-in-law. The value of this real estate is approximately 110,000 US dollars. Journalists were unable to establish the source of funds for such a purchase for Nadiya Titomir.

In the same year, the 73-year-old father-in-law of the official purchased two apartments in a new building located at 6 Zarychna Street, Building 5, in Kyiv. The area of the housing is 34.1 and 33.8 square metres, respectively. According to journalists' estimates, the total market value of these apartments exceeds 2 million hryvnia. In his 2025 declaration, Valeriy Zhaldak indicated that he is registered in these apartments and takes care of them.

Previously, the official's family also used a Skoda Kodiaq car registered to his father-in-law, as well as a 38.5-square-metre apartment in Kyiv that belonged to this relative.

Wife's property and family car fleet

Separate attention was paid to the property of Valeriy Zhaldak's wife. She purchased a 15-are land plot in the village of Romanky for 688,000 hryvnia. Meanwhile, according to journalists' estimates, the market value of this plot is over 2.2 million hryvnia. The official's wife uses a Volkswagen ID.4 Crozz car registered to her sister. In 2026, a new BMW X1 car was registered in the name of the customs officer's wife.

Previous violations in declarations

The publication recalls that as early as 2021, a court established the fact of Valeriy Zhaldak submitting false information in his declaration. The amount of hidden assets was almost 392,000 hryvnia. Specifically, the official did not indicate his wife's Toyota RAV4 car worth over 353,000 hryvnia, the value of a 711-square-metre land plot in the village of Pidhirtsi, as well as part of bank income. However, the criminal proceedings were closed due to the expiration of the statute of limitations for liability.
