Scheme for obtaining deferment through fake employment

Law enforcement agencies in Kyiv region uncovered a criminal scheme aimed at the illegal employment of military-liable individuals. Two men are suspected of organising the registration of citizens for jobs at an enterprise with critical importance status. The main objective of this service was to create grounds for obtaining a deferment from mobilisation.

Terms of the deal and service cost

As reported by the Kyiv Regional Prosecutor's Office, the defendants offered one of the military-liable individuals to officially hire him at the aforementioned enterprise. The criminals demanded 7,200 US dollars for organising this process. According to the investigation, the funds received were to be passed to an official of the enterprise.

The military-liable individual agreed to cooperate with law enforcement officers, who were documenting the probable illegal activity. He was indeed registered for the position, after which one of the suspects began systematically receiving money from the client.

Detention during the transfer of funds

The investigation recorded several episodes of money transfers. In particular, on 23 September 2026, the transfer of 43,500 hryvnias was documented.

The next stage took place on 14 October. At that time, when the suspects were receiving further payments of 17,500 hryvnias and 500 US dollars, law enforcement officers exposed them. The money had been previously identified and seized. The men were detained in accordance with Article 208 of the Criminal Procedure Code of Ukraine.

Qualification of the crime and preventive measure

Under the procedural supervision of the Brovary District Prosecutor's Office, the suspects are charged with aiding in the receipt of undue advantage by an official of a private enterprise, as well as obstructing the lawful activities of the Armed Forces of Ukraine and other military formations.

The men's actions were qualified under Part 2 of Article 28, Part 1 of Article 114-1, Part 5 of Article 27, and Part 4 of Article 368-3 of the Criminal Code of Ukraine. The court supported the prosecutors' motion and selected detention in custody as the preventive measure for both defendants.

Progress of the investigation

The investigation is being conducted by investigators of the Brovary District Police Department under the operational support of the Main Directorate of the SBU in Kyiv and Kyiv region. Law enforcement officers continue to identify other individuals who may have been involved in this scheme.

In accordance with the presumption of innocence, the suspects are considered innocent until their guilt is proven in the manner established by law.

Previously, in Kyiv, a female lawyer was notified of suspicion in a case involving the receipt of 14,500 dollars for facilitating the removal of a military-liable individual from the search list of the Territorial Centre for Recruitment and Social Support and fake employment for subsequent deferment. According to the investigation, the woman offered to arrange a deferment for 10 months without the need to perform labour duties.
