Anti-corruption body's appeal to NACP

The National Anti-Corruption Bureau of Ukraine (NABU) has officially appealed to the National Agency on Corruption Prevention (NACP). The reason for this was a complaint regarding potential violations of ethical conduct norms by the mayor of Dnipro, Boris Filatov. The bureau stated that the official made public statements containing insults directed at one of NABU's detectives.

Legal aspects of the complaint

The document raises the issue of whether such statements comply with legislative requirements. Specifically, it mentions adherence to Articles 37 and 38 of the Law of Ukraine “On Prevention of Corruption,” as well as general rules of ethical conduct for local self-government officials.

NABU's position on public discourse

Bureau representatives emphasised respect for the right to criticise the activities of law enforcement agencies. At the same time, NABU is convinced that any public discourse must be based on arguments and respect for human dignity, rather than personal insults.

«Ми поважаємо право на критику діяльності правоохоронних органів, однак переконані, що публічна дискусія має ґрунтуватися на аргументах і повазі до людської гідності, а не на персональних образах. Очікуємо на належну правову оцінку НАЗК та реагування в межах повноважень.» (We respect the right to criticise the activities of law enforcement agencies, but we are convinced that public discourse must be based on arguments and respect for human dignity, rather than personal insults. We expect a proper legal assessment by NACP and action within its powers.)
