Signing of a new programme document
President Volodymyr Zelensky has officially approved the new National Strategy in the Field of Human Rights. This step aims to ensure compliance with the requirements necessary for Ukraine's accession to the European Union. The relevant Decree No. 1038/2026 has already been published on the official web portal of the head of state.
Implementation specifics under wartime conditions
The approved document is a long-term programme that outlines the key principles and vectors of state policy regarding the protection of citizens' freedoms and rights. The provisions of the strategy apply across the entire territory of Ukraine and take into account the specifics of the martial law legal regime.
Link to the Eurointegration process
Particular attention in the text of the strategy is given to the fulfilment of obligations to the EU. The document is aligned with the Association Agreement between Ukraine and the European Union and is intended to facilitate progress in accession negotiations. The strategy is directly linked to the implementation of the "Roadmap" on the rule of law, which the government approved on 14 May 2025.
This "Roadmap" corresponds to the first negotiating cluster, "Foundations of the EU accession process". It contains basic requirements for candidate countries, particularly regarding the rule of law and the protection of fundamental human rights.
Compliance with EU standards
The strategy also takes into account the interim key performance indicators established in the Joint Position of the European Union of 12 June 2026. Thus, the implementation of the National Strategy will become one of the tools for fulfilling Ukraine's obligations in the field of human rights during EU accession negotiations.
