Threat of failure in financial monitoring system

People's Deputy Olha Vasylevska-Smahliuk reported that the State Financial Monitoring Service (SFMS) may temporarily disconnect a key information system due to a shortage of funds to ensure backup power.

In her words, the agency did not budget in advance for maintaining infrastructure during blackouts. This creates a threat to the functioning of the mechanism that records risky transactions.

Problem with fuel for generators

SFMS Head Filipp Pronin stated that the existing stock of diesel fuel is sufficient for only a couple of days of generator operation. The purchase of a new batch is being obstructed by the State Treasury, which is not allowing the relevant payments to go through.

Risk of data loss over the weekend

Vasylevska-Smahliuk emphasised that the Financial Monitoring System (ISFM) will have to be switched off as early as the weekend. It is precisely through the electronic cabinet of this platform that banks, notaries, accountants and insurance companies transmit data on threshold and suspicious transactions.

«Але, якщо її відключити хоч на хвилину, потім запустити цю систему, за моєю інформацією, буде дуже важко» (But if it is switched off for even a minute, then restarting this system will be very difficult, according to my information), the deputy emphasised.

Possible technical failures

The politician noted that the ISFM is the very tool that allows stopping the flow of reports on suspicious actions. She warns: if the system is switched off, it may cause failures, as a result of which some of the reports may be lost.
