The National Agency on Corruption Prevention (NACP) has published data on the results of monitoring officials' reporting. Since the beginning of 2026, inaccurate information totalling over 1 billion hryvnias has been recorded in the declarations of officials at various levels.
The agency separately highlighted the situation with local council deputies: since the beginning of October 2026, discrepancies totalling over 107 million hryvnias have been found in their documents. If signs of potential offences are established during an audit, the materials are transferred to law enforcement agencies for further investigation.
One case concerns a deputy of the Kurnenska village council in Zhytomyr district. The police completed the pre-trial investigation into him after NACP found inaccurate information totalling over 3.6 million hryvnias in his declarations for 2023 and 2024. The indictment has already been sent to court. The man is charged with an offence under Part 1 of Article 366-2 of the Criminal Code of Ukraine.
Meanwhile, the Pryluky city and district court issued a ruling regarding another official — a deputy of the Lynovychka settlement council in Chernihiv Oblast. He was found guilty of committing an administrative offence, as inaccurate data totalling over 2.15 million hryvnias was found in his 2025 declaration. The court imposed the corresponding administrative penalty. Case number — 742/5394/26.
In October of this year, NACP sent 12 substantiated conclusions to law enforcement based on the results of the control over the completeness of declaration filling. Among those checked were deputies from various regions of the country. The amounts of inaccurate information recorded in the following cases:
The agency sees signs of criminal offences under Article 366-2 of the Criminal Code of Ukraine in these facts. However, the transfer of materials to law enforcement does not imply the automatic establishment of guilt. The legal assessment of the declarants' actions is provided by the competent authorities and the court.
Control over the completeness of declaration filling is carried out in accordance with a special procedure registered with the Ministry of Justice of Ukraine. This procedure differs from a full audit in terms of deadlines: completeness control lasts up to 40 working days, while a full audit can take up to 120 days.
During such audits, NACP compares information from the declaration with data from state registers and databases, information from registers of foreign states, court rulings, as well as information obtained from other government bodies, the declarant themselves, and other sources. The results of the audits allow for the identification of potential discrepancies and the transfer of materials to competent authorities for response.
