Bureaucratic obstacles for "Ukrnafta"
Political scientist Vitaliy Kulyk publicly expressed dissatisfaction with the actions of the Cabinet of Ministers of Ukraine regarding the situation around the Stynava oil and gas field in Lviv region. According to his assessment, due to complex bureaucratic procedures, the state company "Ukrnafta" is unable to organise an open auction for the right to use the subsoil, and the conflict situation remains unresolved.
«Злочевському навіть не потрібно домовлятися з усією державою. Достатньо, щоб чиновники нічого не робили» (Zlochevskyi does not even need to negotiate with the entire state. It is enough for officials to do nothing), – Kulyk emphasised in his Facebook post.
The course of the bureaucratic circle
According to the political scientist, the State Agency for Geology and Subsoil twice left the relevant applications from "Ukrnafta" to put the field up for tender without consideration. In parallel, the Security Service of Ukraine demanded an inspection, and the Ministry of Economy redirected the appeal to the State Agency for Geology and Subsoil. Vitaliy Kulyk interprets such a reaction from the departments as an example of a closed bureaucratic circle that does not contribute to solving the problem.
«У центрі конфлікту – спецдозвіл "Парі Нафтогаз", пов’язаної з родиною Миколи Злочевського. Саме через суперечку навколо меж цього дозволу "Укрнафта" не змогла просунути відкритий аукціон у повних межах Стинавського родовища» (At the centre of the conflict is the special permit of "Pari Naftogaz", associated with the family of Mykola Zlochevskyi. It is precisely due to the dispute over the boundaries of this permit that "Ukrnafta" was unable to advance the open auction within the full boundaries of the Stynava field), – the political scientist explained.
Financial risks for the state
Kulyk drew attention to the fact that this concerns strategic natural resources and potential losses for the state budget. He referred to the assessment by economist Borys Kushniryuk, according to which potential budget losses may exceed 1 billion hryvnias.
«Але найбільше дивує позиція уряду. Міністр пояснює обмеження своїх повноважень, прем’єр Сергій Корецький не демонструє зрозумілої публічної позиції, а конфлікт залишається неврегульованим» (But the most surprising is the position of the government. The minister explains the limitations of his powers, Prime Minister Serhiy Koretskyi does not demonstrate a clear public position, and the conflict remains unresolved), – the political scientist added.
