Declaration review exposes suspicious assets

The MEZHA Anti-Corruption Centre has completed an analysis of the financial status and declarations of 14 officials of the State Customs Service who are undergoing re-attestation. During the review, journalists recorded a number of facts indicating possible integrity violations. The subjects of the investigation include heads of regional customs offices and departments of the central apparatus. The research results have been submitted to the State Customs Service and the National Agency on Corruption Prevention (NACP).

Real estate inconsistent with declared income

One of the key aspects of the investigation was the discovery of real estate whose value significantly exceeds the official income of the officials' families.

For instance, the wife of Yuriy Herasymov, head of the Chernivtsi Customs Office, purchased an apartment and two parking spaces. According to estimates, the cost of this purchase was approximately 15 million UAH, whereas the family's available funds, according to declarations, amounted to only 5.8 million UAH.

A similar situation is observed with Yuriy Ivaskiv, head of the Ivano-Frankivsk Customs Office. He owns an apartment worth 7.5 million UAH, registered in the name of his mother, while the family had no declared funds to carry out such a transaction.

The house of nearly 382 m² owned by Yuriy Stupak, acting head of the Enerhetychna Customs Office, is also registered in the name of his mother. Meanwhile, court case materials indicate that the official himself may have financed the purchase.

Similar questions regarding financial status have arisen concerning Serhiy Siulyk, acting head of the Kyiv Customs Office, as well as Serhiy Mykolenko and Andriy Tantserov, heads of the Southern and Kharkiv Customs Offices, respectively.

Undervalued vehicles

Investigators also drew attention to attempts to undervalue vehicles in declarations.

Vira Badiva, head of the Protocol Sector of the State Customs Service's Department of International Cooperation, declared a Jaguar F-Pace worth 500,000 UAH. In contrast, the market price for a similar car was approximately 1.7 million UAH.

Andriy Koliver, head of the Odesa Customs Office, declared an Audi Q7 and a Mazda CX-5. The total value of these cars in the documents was more than 1.1 million UAH lower than the estimated market price.

Yuriy Matsyibora, former acting head of the Ternopil Customs Office, purchased a Toyota RAV4 Hybrid, declaring its value at 480,000 UAH. Later, this car was listed for sale at 1.41 million UAH.

Relatives' businesses and other findings

Valeriy Zhaldak, director of the Material and Technical Support Department, declared a house in Pidhirtsi as an unfinished construction object for a long period. However, as early as 2015, the residence already appeared habitable.

Expensive cars registered in the names of relatives were found in the case of Anton Borysenko, former acting head of the Vinnytsia Customs Office. His wife's brother owns the company "KBS TRADE", which specialises in customs brokerage. Between 2017 and 2025, this company imported goods worth approximately 1 billion UAH.

Initial personnel decisions

Already after receiving the initial results of the investigation and appeals to the relevant authorities, a decision was made to dismiss Yuriy Matsyibora and Anton Borysenko from their positions.
