Ukraine's Foreign Minister Andrii Sybiha emphasised the need for the urgent introduction of strict restrictions on Russian citizens within the European Union. In particular, he advocated for a complete entry ban for Russian military personnel and their family members, as well as for the maximum reduction in the issuance of visas for non-essential travel.
The head of Ukraine's diplomatic department stated his position in a public post on the social network X. According to him, Europe must close its borders to Russian combatants and their families right now. Sybiha stressed that such measures are effective, as some countries, in particular Estonia, have already implemented such restrictions at the national level.
«Російські комбатанти та члени їхніх родин не повинні мати права на в’їзд до ЄС. Нам необхідно якнайшвидше запровадити реальні заборони на в’їзд. Подібні кроки вже зроблено на національному рівні, зокрема в Естонії. Це можливо, і такі заходи працюють» ("Russian combatants and their family members should not have the right to enter the EU. We need to introduce real entry bans as soon as possible. Similar steps have already been taken at the national level, in particular in Estonia. It is possible, and such measures work"), the minister emphasised.
In addition to the entry ban for military personnel, Sybiha proposed that all European states significantly restrict the issuance of visas to Russian citizens for trips that are not of critical importance. The Foreign Minister explained this initiative with security considerations.
«Це питання національної безпеки кожної європейської країни» ("This is a matter of national security for every European country"), he noted.
Separately, the minister drew attention to the status of Russian diplomats, who, in his opinion, should also not have the opportunity to move freely across European territory.
Andrii Sybiha emphasised that Russia's attacks on European states are becoming more intense and large-scale, going beyond merely hybrid methods. He is convinced that the current situation requires immediate decisions.
