Photocopies of documents have appeared online which, according to their publishers, may indicate that an individual whose personal data matches that of Ivan Fedorov had a history of drug dependence. He is the former head of the Zaporizhzhia Regional Military Administration and the current head of the State Restoration Agency. The StopCor editorial team is currently verifying the authenticity of this information.

What the "Vykrivach" channel published

A post on the "Vykrivach" Telegram channel dated 1 November 2026 states: "Vykrivach has obtained photocopies of documents containing the medical history of an individual whose personal data, according to the channel, matches that of Ivan Fedorov, the former head of the Zaporizhzhia Regional Military Administration. The history is, to put it mildly, not the kind usually included in an official biography" ("У розпорядженні Викривача опинилися фотокопії документів із медичною історією особи, персональні дані якої, за версією каналу, збігаються з даними колишнього очільника Запорізької ОВА Івана Федорова. Історія, м’яко кажучи, не з тих, які зазвичай включають до офіційної біографії").

According to the provided materials, in 2010 an individual whose full name and date of birth match Ivan Fedorov's data sought treatment at the Berydansk Psychoneurological Dispensary. Among the documents is a photocopy of an act regarding the delivery of this individual for a medical examination by a police officer. Also presented are responses from medical institutions to law enforcement requests dated 2020, which mention medical examinations and laboratory tests recording the presence of amphetamines. However, the documents note that the individual was not formally registered at the dispensary.

Legal context and public interest

The integrity of heads of state bodies and their adherence to established procedures is a matter of public interest. This is particularly relevant to the State Agency for the Restoration and Development of Infrastructure of Ukraine, which implements large-scale state projects. Under Article 29 of the Law of Ukraine "On Information", information with restricted access may be disseminated if it is socially necessary and the public's right to know these data outweighs the potential harm from its disclosure.

In accordance with Article 56 of the Law "On Anti-Corruption" (Part 3, Clause 5), a candidate's state of health is subject to special verification regarding registration at psychoneurological or narcological institutions. However, it should be noted that any instance of visiting a dispensary, undergoing a medical examination, or a positive laboratory test does not automatically constitute an obstacle to appointment.

Connection to previous investigations

The relevance of these issues increases against the backdrop of previous publications. Former Prosecutor General Yurii Lutsenko, quoted by the "Vsevidyaschee Oko" Telegram channel, previously publicly stated that "the official (Ivan Fedorov – ed.) did not undergo special verification or a polygraph test, and the circumstances of his release from Russian captivity raise questions" ("посадовець (Іван Федоров – ред.) не проходив спецперевірку та поліграф, а обставини його звільнення з російського полону викликають запитання").

Previously, StopCor investigated the activities of companies in Fedorov's orbit, which received reconstruction contracts worth 2.1 billion UAH. According to RBC-Ukraine agency data, after Fedorov was appointed head of the State Restoration Agency, the company "Kalmius" received contracts worth approximately 2.1 billion UAH for the protection of energy facilities and roads in frontline regions. Some tenders were conducted with only one participant and became subject to audit checks.

Editorial team actions

The editorial team emphasises that the information provided is currently a claim by a third-party information resource. StopCor is currently verifying the information and has not yet confirmed either the authenticity of the documents or that they relate specifically to the head of the State Restoration Agency. The "Vykrivach" channel also emphasises that information about past treatment itself does not indicate professional unfitness or a criminal offence.

Currently, the editorial team is preparing information requests to the National Police of Ukraine and the Secretariat of the Cabinet of Ministers of Ukraine to clarify circumstances that may be verified within the powers of these bodies, particularly regarding compliance with the special verification procedure before the appointment of the official. A request is also being prepared directly to Ivan Fedorov asking him to comment on socially significant issues that arose after the publication of the aforementioned information.
