The editorial team of the publication "StopCor" is continuing to verify information disseminated on 1 November via the Telegram channel "Vykrivach" regarding the possible medical history of Ivan Fedorov, the current head of the State Agency for Restoration and Infrastructure Development of Ukraine. To establish the authenticity of the published materials, journalists sent requests on 1 November to the National Police, the Cabinet of Ministers, the National Agency on Corruption Prevention, and the official himself. On 2 November, the Ministry of Health of Ukraine was added to the list of recipients.
What was published online
The matter concerns a publication in the Telegram channel "Vykrivach", where the authors posted photocopies of documents containing personal data that, according to them, match Ivan Fedorov's data. The post claims that in 2010, a person with such data was brought for a medical examination to the Berdyansk Psychoneurological Dispensary. The channel's authors link these documents to allegations of possible past addiction.
At the same time, "StopCor" emphasises that the authenticity of the published copies, their origin, and their attribution specifically to Ivan Fedorov have not yet been independently confirmed. There are also no verified grounds to claim that the official has or had a drug addiction. This is why the editorial team decided to contact the authorised bodies that can verify the authenticity of the documents and the circumstances of public interest.
Purpose of appeals to government bodies
The main purpose of the requests to the National Police, the Cabinet of Ministers, NACP, and Ivan Fedorov is to obtain official information that will allow establishing whether the information spread online is true and whether it may be significant for the legally prescribed procedures for verifying officials. In particular, the editorial team is interested in the issue of conducting a special verification before Ivan Fedorov's appointment as head of the Restoration Agency and compliance with the requirements established by law.
The publication underlines that the sending of journalistic requests does not imply the establishment of any offence or violation of the appointment procedure.
Why the Ministry of Health was involved
On 2 November, "StopCor" sent a separate appeal to the Ministry of Health. Given that the disseminated materials are presented as medical documents, the editorial team seeks to obtain official clarifications regarding the possibility of verifying their authenticity, the appropriate procedures, and the competence of the responsible institutions.
At the same time, "StopCor" reminds that medical information falls into the category of sensitive personal data and is protected by legislation. Therefore, its verification and possible disclosure must be carried out in compliance with the requirements regarding medical confidentiality. The mere fact of undergoing a medical examination in the past is not proof of drug addiction and does not automatically indicate a violation of legislation during the appointment to a state position.
Context of Ivan Fedorov's appointment
Ivan Fedorov headed the State Agency for Restoration and Infrastructure Development of Ukraine in September 2026. His appointment was confirmed by an official statement from the Restoration Agency. Prior to this, he headed the Zaporizhzhia Regional State Administration and led the regional military administration.
The Agency is responsible for the implementation of state infrastructure projects, including the reconstruction of damaged facilities and the protection of critical infrastructure. In this regard, the public interest lies not in the official's private medical information as such, but in the proper compliance with legislative procedures during his appointment and the performance of his official duties.
The editorial team of "StopCor" is awaiting responses from the National Police, the Cabinet of Ministers, NACP, the Ministry of Health, and Ivan Fedorov. After receiving official clarifications, the journalists will report the results of the verification.
