Introduction of a local silence regime
Starting from 03:00 on 27 October Kyiv time, a ceasefire regime will be in effect in a designated area of the temporarily occupied Oleshky in Kherson region. This was announced by the General Staff of the Armed Forces of Ukraine. The main objective of the measures is to create safe conditions for providing assistance to local residents and preparing for the free departure of civilians from the city.
The decision to establish a local truce was published on 23 October, and on 26 October the General Staff detailed its purpose. As noted in government circles, the initiative is exclusively linked to a humanitarian operation in the occupied city, where people are in dangerous conditions and require urgent support.
Position of the Russian side and chronology of events
Representatives of the Russian authorities also stated their readiness to observe the silence regime. Chief of the General Staff of the Russian Armed Forces Valery Gerasimov indicated that the ceasefire would begin at 04:00 Moscow time on 27 October, which coincides with 03:00 Kyiv time. Meanwhile, the announcement of the agreement is not yet a confirmation of its actual implementation.
It is important to distinguish between the start date of the silence regime and the direct humanitarian mission. If the truce is in effect from 27 October, then, according to Dmytro Lubinets, the Parliamentary Commissioner for Human Rights, the delivery of aid and unblocking the possibility of departure for civilians is planned for 29 October.
Coordination with ombudsmen and priority groups
The preparation of the mission is taking place in coordination with Russian ombudsman Yana Lantratova. Dmytro Lubinets thanked US First Lady Melania Trump for her mediating role in reaching the agreements.
The main emphasis is placed on providing support to vulnerable categories of the population: elderly people, citizens with limited mobility, and those who do not have the ability to independently meet their basic needs.
Humanitarian context and previous actions
Although the agreement opens the way for specific cooperation, it should not be considered the beginning of a general truce on the front. The General Staff’s statement refers only to a limited area and assistance to civilians, not to a cessation of hostilities along the entire line of contact.
Previously, Ukrainian military had already made attempts to support the residents of Oleshky: using drones, over 600 kilograms of humanitarian cargo were delivered, including food, educational games, and toys for children. It is also known that on 19 October, Dmytro Lubinets informed about negotiations regarding evacuation and the coordination of conditions for the safe departure of those wishing to leave to Ukrainian-controlled territory.
Appeal to citizens
The Armed Forces of Ukraine call on the population to rely only on official sources of information and to refrain from spreading rumours about routes, times, and locations for the movement of people and humanitarian columns. The actual start of residents’ departure and the course of the operation require separate official confirmations.
