Suspicion of financial misconduct
Law enforcement agencies in Kyiv Oblast are continuing to investigate criminal proceedings initiated on 4 December 2025 under registration number 42025110000000469. Within the framework of these proceedings, opened under the signs of Part 4 of Article 191, Part 2 of Article 209, and Part 2 of Article 366 of the Criminal Code of Ukraine, Lyubomyra Kozhushko, the director of Konsalting-Bud LLC, was notified of suspicion on 13 October 2026. She is charged with laundering proceeds obtained through criminal activity, as well as official forgery.
Contract terms and fund withdrawal scheme
As established by the investigation, on 22 May 2025, the municipal enterprise "Main Directorate of Communal Services" of the Vyshneve City Council concluded a contract with Konsalting-Bud LLC for the construction of a radiation shelter. The works were to be carried out on the territory of the Kriukivshchyna Lyceum "Lider" at the following address: Kriukivshchyna village, 12-A Michurina Street. The contract value was UAH 167 million. The document clearly stated that the involvement of subcontractors was not envisaged.
However, according to the investigation, the winning company still transferred part of the works to Volt Age Plus LLC, which had signs of being fictitious. Budget funds received from the municipal enterprise were transferred to this firm as payment for construction and installation works. However, an analytical study by the State Tax Service of Ukraine confirmed that these works were not actually performed. The amount of funds allegedly misappropriated, according to the investigation, is estimated at UAH 10.86 million.
Links with other business structures
The investigation established that the main suppliers of building materials and structures were Stal Plus LLC and TD Trizub PP. According to preliminary data, these companies are unofficially controlled by Vladyslav Sokolov (born in 1979). The total volume of financial operations between Lyubomyra Kozhushko and structures associated with Sokolov amounted to UAH 323.6 million.
Searches and seizure of evidence
On 13 October 2026, law enforcement officers conducted 22 searches in the territory of Kyiv, Kyiv Oblast, and Dnipropetrovsk Oblast. During the operations, financial and business documentation, draft records, seven mobile phones, USD 47,800 in cash, documents for Land Rover Range Rover and Chevrolet Corvette vehicles, as well as an item resembling a firearm (Benelli Raffaello shotgun), were seized.
On the same day, Lyubomyra Kozhushko (born in 1979, residing in Lviv) was officially notified of suspicion. Investigators are preparing a petition to the court requesting that she be placed under preventive detention. The pre-trial investigation is ongoing.
