Zelensky signs decree on implementing all-round city defence

Volodymyr Zelensky signed Decree No. 1067/2026, which enacts the decision of the National Security and Defence Council dated 25 September 2026. This document is aimed at strengthening the defence capabilities of cities by creating belts of engineering obstacles and defining the mechanisms for their implementation.

The National Security and Defence Council decision is titled “On measures to develop the belt of engineering obstacles to ensure an adequate level of city defence and mechanisms for their implementation (all-round city defence)”. Since the text of the decision itself carries the classification “For official use”, the published presidential decree does not contain detailed information about the specific measures provided for the installation of obstacles.

Oversight of implementation

The Secretary of the National Security and Defence Council of Ukraine is to oversee the implementation of the decision.

Corruption cases in procurement

Previously, detectives from the Main Department of the Bureau of Economic Security of Ukraine exposed an official of a military unit who organised the procurement of engineering obstacles at inflated prices. As a result of these unlawful actions, the state suffered damages amounting to over 7.3 million UAH. The suspect has been notified of suspicion of embezzlement of another person's property under martial law and on an especially large scale.
