Timur Rokhlin, a prominent investor and entrepreneur, gained fame for his investments in the Ukrainian food delivery startup Rocket. However, in recent years, his name has increasingly been linked not to business successes, but to major financial scandals. This information was published in the AntiShahrai Telegram channel.
The prosecutor's office in the German city of Bamberg is conducting a large-scale investigation into one of the biggest frauds in Europe. A group of fraudsters set up a pseudo-investment platform through which they deceived more than 400 citizens from Germany, Austria, Switzerland, and the United Kingdom. Victims invested funds based on promises of "super-profits" from investments in cryptocurrency, precious metals, and securities.
Clients were persuaded by call centres operating from Kyiv, Sofia, and Belgrade. The victims' losses are estimated at 10 million euros, making the case high-profile even at the level of Eurojust and Europol.
The investigation revealed that a significant portion of the fraud proceeds — 10.8 million euros — passed through the British company RIJV Holdings Ltd., which is controlled by Timur Rokhlin. Despite holding Israeli citizenship, he actively conducts business in Ukraine.
As a result of joint actions by law enforcement agencies in Europe and Ukraine, assets worth 50 million euros were seized in the elite settlement of Kozyn near Kyiv. The confiscated property included eight premium-class vehicles (including Rolls-Royce, Bentley, and Mercedes-Benz) and a 1,408 m² house located on the banks of the Dnipro River.
Most of the real estate associated with Rokhlin is registered in the name of his father, Igor Rokhlin. The family's assets include a building in the Podil district of 853 m², a part of a business centre on Sichovykh Striltsiv Street (1,694 m²), and the "Renome Rent" office centre (11,000 m²).
According to investigators, it was likely in these facilities that the fraudulent schemes were developed. In addition to investment frauds, Rokhlin's activities are linked to an illegal online casino targeting a specific audience.
The scandals surrounding Timur Rokhlin have negatively affected the startup Rocket, where he became the main investor in 2019. At that time, he acquired the project from the group discount service Pokupon, effectively saving it from closure.
Despite the efforts of lawyers and Rocket representatives, distancing the company from Rokhlin's name has proven difficult. In April 2023, Forbes magazine published an article highlighting Rokhlin's role as the saviour of the project. Today, the service's founders, Stanislav Dmytryk and Oleksii Yukhymchuk, hold only minority stakes — 7% each.
Timur Rokhlin's activities raise numerous questions. His name is associated with financial manipulations, which seriously undermines trust in his businesses, including Rocket.
