Auction results and FPU management reaction

Yesterday, the state enterprise "Powder Metallurgy Plant", located in Brovary, was sold. The enterprise was sold for the sum of 275 million hryvnias, with the starting price being 204.9 million hryvnias. Nova-Acord LLC was declared the winner of the bidding.

Dmytro Natalukha, the head of the Ukrainian State Property Fund, publicly commented on this event. Although he did not name the specific plant, it later became clear that he was referring to INDAR. In his message, he noted:

«В якомусь сенсі сьогодні історичний день в контексті одного конкретного підприємства, контроль над яким держава втратила на десятиріччя. Магнітуду сьогоднішніх змін зможемо оцінити лише згодом, більше розповім вже через кілька днів» (In a sense, today is a historic day in the context of one specific enterprise, over which the state lost control for decades. We will only be able to assess the magnitude of today's changes later; I will tell you more in a few days).

Ownership structure and links to 1xBet

The founder of the auction winner, Nova-Acord LLC, is a drone manufacturer — Glefa LLC. The ultimate beneficiary of the company is Oleg Krot, owner of the IT holding TECHIIA.

Earlier, journalistic investigations established that structures controlled by the TECHIIA holding continued to cooperate with the Russian betting platform 1xBet, which is under the control of the "Luzhkovskiy" group, even after the start of the full-scale invasion. It is also known that a court previously seized Oleg Krot's share in "Glefa" and a number of other companies in a case involving the laundering of 35 million dollars.

Capital participants and political connections

The list of co-owners of the company "Glefa", along with Oleg Krot, included individuals with political and business connections. Specifically, director of the "Servant of the People" series Oleksiy Kyryuchenko and producer Artem Koliubayev each received 5% of the shares.

Artem Koliubayev is a long-time business partner of former Head of the Presidential Office Andriy Yermak. In parallel, he is implementing joint business projects with former Opposition Platform — For Life deputy and developer Vadym Stolar.

The director of "Glefa" as of October 2025 was Dmytro Hryshchak — the son of former Deputy Minister of Digital Transformation Dmytro Hryshchak Sr. The former official's wife and younger son were also employed by the company. Subsequently, access to information about this enterprise was restricted in accordance with a Cabinet of Ministers of Ukraine resolution.
