Colonel Andriy Rubel, who headed the Department of Strategic Investigations (DSU) of the National Police, noted significant income for his wife, Anna, in his declarations for 2021–2023. During this period, she received UAH 12.1m from entrepreneurial activity.
For comparison: Rubel's own income from state service over the same three years amounted to UAH 2.97m. The difference between the wife's and husband's incomes is fourfold.
The main payers were two companies belonging to Maksym Shkil's "MS Capital" holding, known as the owner of the "Avtostrada" gas station chain:
Previously, Shkil controlled "3S GROUP" through the Cypriot company BERNADOR HOLDINGS. Both firms, as well as "Avtostrada", are located in the same building in Vinnytsia.
"3S GROUP" operates as an Audi car dealer in Odesa. "Nizhynska PShMK" is a road construction unit that reported revenue of UAH 118.2m in 2023. Before receiving these large payments, Anna Rubel was a former employee of the Ministry of Internal Affairs and an administrator of the MIA Traffic Service Centre.
On 12 October 2022, Rubel was appointed head of the DSU. The department documents schemes in construction and public procurement.
In April 2024, one of the DSU employees was dismissed a day after Shkil published a post about a scandal at the GoodWine restaurant. In October 2024, the DSU participated in searches at "Avtomahistralt-Pivden", the main competitor of Shkil's business.
In June 2025, the competitor's owner, Oleksandr Boyko, received suspicion in a case regarding a water supply to Kryvyi Rih. A similar water supply existed at "Avtostrada", but no public suspicions were raised against it.
In March 2025, two employees of the DSU's Zakarpattia unit helped Denys Komarnytskyi escape, whom Economic Pravda calls the beneficiary of the previous contractor of the Podilskyi Bridge. "Avtostrada" acted as a subcontractor on this project in 2023. The employees were dismissed, but Rubel remained in his position.
Rubel explained that his wife "cooperated with the firm 'ZS Group' as an external lawyer only for a certain period". This explains the payment of UAH 4.34m from the car dealer. However, his response contains no word about the UAH 7.8m from the road construction unit, which accounts for 64% of the total sum.
In April 2026, Rubel was removed from the position of head of the DSU without explanation of the reasons. In May, he headed the police of Kyiv Oblast.
Payments of UAH 12.14m from Shkil's companies to the family of the head of the DSU and the DSU's actions against the businessman's competitor are documented. At the same time, it has not been proven that Rubel blocked cases against Shkil or that either of them organised Komarnytskyi's escape; these claims belong only to unconfirmed sources.
