The Kyiv City Prosecutor's Office has initiated court proceedings challenging the inaction of the Kyiv City State Administration and the Kyiv City Council. The main subject of the lawsuit is the installation of mobile shelters within the capital.
In the statement of claim, the prosecutor's office asks the court to recognise the actions (or rather, inaction) of these bodies as unlawful. Furthermore, the prosecutor's office demands that local authorities be compelled to take urgent measures to arrange such protective structures. Specifically, this refers to the installation of shelters near public transport stops, in parks, squares, and other locations.
Prosecutor's office representatives emphasise that, under current legislation, responsibility for the creation and maintenance of civil protection structures lies with local self-government bodies and local executive authorities. They are obliged to ensure the availability of shelters for residents in the relevant territories.
The statement notes that, despite a prolonged period of full-scale combat operations, ground-based mobile shelters for rapid deployment are still absent in public places in Kyiv.

The prosecutor's office underscores that the current level of provision of the population with civil protection means is insufficient and requires immediate action from local authorities. The court has already opened proceedings in this case.
