LLC Energoteplo, which received six cogeneration contracts from the municipal enterprise Sumy Zhylokomservice for a total amount of 786.7 million UAH, has belonged to Roman Meleshko since October 2024. Prior to this, 100% of the company's shares were owned by Oksana Shatokhina, the wife of then-deputy of the Kharkiv Oblast Council Yevhen Shatokhin.
Despite the change in ownership, the corporate chain remained unchanged. Roman Meleshko simultaneously manages the joint-stock company Vostok, which has relations with the Shatokhin family's businesses, as well as the limited liability company Visti Dergachivshchyny Nyus. The latter company is still 100% owned by Oksana Shatokhina.
It is worth noting that Yevhen Shatokhin himself previously held the position of director of Energoteplo and declared income from the activities of this company.
Yevhen Shatokhin was a deputy of the Kharkiv Oblast Council until March 2026. Previously, he headed the oblast administration of Ukrtransbezpeka. These facts indicate that the formal transfer of Energoteplo to Meleshko's ownership does not constitute a complete exit of the company from the Shatokhins' previous business circle.
