Establishing the fact of a customs violation
The Solomianskyi District Court of Kyiv issued a ruling regarding Maryna Andriivna Melnychenko (Lapko), finding her guilty of violating customs legislation. The basis for the punishment was the attempt to illegally move state awards from the Soviet era across the country's borders.
Circumstances of the parcel's discovery
The incident occurred in July 2026 during customs control of an international postal shipment at a Ukrposhta logistics centre. Officials discovered a parcel destined for delivery to the United States of America. The contents of the shipment included the following items:
- the Order of the Patriotic War, 2nd class (1985 anniversary issue, made of a silver-based alloy with gold plating), together with the award booklet;
- the "For the Victory over Germany in the Great Patriotic War of 1941–1945" medal with the award certificate;
- the "For the Liberation of Warsaw" medal.
An expert examination confirmed that these items are state awards.
Court ruling and sanctions
In accordance with the ruling of 23 October 2026 in case No. 760/29028/26, the court applied an administrative penalty to the offender under Part 2 of Article 473 of the Customs Code of Ukraine. The items involved in the violation were confiscated. In addition, a court fee of 665 hryvnia and 60 kopiykas was levied from Maryna Melnychenko (Lapko) in favour of the state.
