The Obukhiv District Court of Kyiv Oblast issued a ruling regarding Liia Korniienko, head of the Department of Tourism and Promotion of the Kyiv City State Administration (KCDA). The court found her guilty of violating financial control requirements, manifested in the late submission of several declarations. Despite this, the ruling does not provide for the automatic dismissal of the official.
Liia Oleksandrivna Korniienko was held administratively liable under Part 1 of Article 172-6 of the Code of Ukraine on Administrative Offences. This article provides for sanctions for the late submission of declarations without valid reasons. The court considered four separate administrative cases, which were subsequently merged into one.
During the hearings, Korniienko did not dispute her guilt. A prosecutor's representative asked the court to apply the least severe penalty provided by law. The judge supported this position and imposed the minimum fine.
After the resumption of mandatory declaration requirements, it emerged that the former employee of the Obukhiv District State Administration had not met the established deadlines for submitting four documents. The violations concerned the following periods:
Previously, Liia Korniienko worked at the Obukhiv District State Administration of Kyiv Oblast. In May 2021, she took up the position of head of the sector of information activities and public communications. In June of the same year, she was assigned the sixth rank of a state civil servant of category "B". On 31 May 2022, she left her position by mutual agreement of the parties.
Before her appointment to the KCDA, Korniienko did not work in state institutions for a certain period, as indicated in her declaration and media reports. In October 2025, Kyiv Mayor Vitali Klitschko appointed her head of the KCDA's Department of Tourism and Promotion. At the time the court issued its ruling, she already held this senior position.
The late submission of declarations without valid reasons is classified as a corruption-related administrative offence, but it is not a criminal crime. The fact of imposing a fine does not mean the automatic dismissal of Korniienko from her current position.
However, such a violation may affect the integrity assessment of the official or become grounds for further inspections by the National Agency on Corruption Prevention. The question of possible personnel consequences will be decided by the KCDA management or another authorised body, as within the scope of this administrative case, the court considered only the issue of liability for failing to meet declaration deadlines.
It is worth noting that an indictment was recently sent to court regarding the director of one of the KCDA departments. His declaration revealed 22 million UAH in savings that were not confirmed by official income.
