According to data from the Foreign Intelligence Service of Ukraine, Russia is unable to provide employment for war participants after their return from the front. Instead, against the backdrop of a worsening labour shortage caused by the war against Ukraine, the Russian side continues to recruit labour migrants from far abroad.
Employment indicators in 2025
In 2025, Russian employment services, together with employers, announced the preparation of 449,000 job vacancies for war participants. Meanwhile, only 15,000 people applied for assistance in finding work.
Of those who applied, 7,800 people were employed, accounting for 52%. The rest remained unemployed.
Situation regarding disability and criminal records
Intelligence outlines a more complex situation for former military personnel with disabilities and criminal records:
- Of 5,000 Russian "veterans" with disabilities, 2,100 people obtained employment, or 42%.
- Among 1,200 people with criminal records, 638 were employed, which constitutes 51%.
Separately, intelligence draws attention to remote employment. Of the 449,000 declared vacancies, only 775 provided for remote work. In fact, only six people obtained employment in this format.
The Foreign Intelligence Service of Ukraine notes that these indicators indicate difficulties in employing war participants, particularly those with disabilities or criminal records.
Recruitment of foreign workers
From January to September 2026, the Russian Ministry of Internal Affairs issued approximately 215,300 work permits to foreign citizens. This is 21% more than in the same period of 2025.
According to expert estimates, the Russian economy will need approximately 12 million workers by 2032.
