Suspected of receiving undue advantage
In Lviv, law enforcement officers uncovered a probable scheme for receiving undue advantage related to the preparation of medical documents for a serviceman. According to the investigation, a 54-year-old neurologist from a military medical clinical centre and a 65-year-old local resident, who acted as an intermediary, were involved. Both suspects have already been notified of suspicion.
Terms of the agreement and services offered
In June 2026, the suspects agreed to receive funds from a senior sergeant serving in one of the military units in Lviv Oblast. In exchange for money, they promised to facilitate the serviceman's placement in the rear, and subsequently help with preparing documents for possible removal from military registration.
When the intermediary learned of the probable transfer of the sergeant to the combat zone, he offered several options to avoid it. One of them involved an eight-day hospitalisation without actual stay in a medical facility for $1,500. Another offer cost $5,000: for this amount, the man promised to influence medical workers to obtain fictitious documents certifying the serviceman's limited fitness for service for a period of one year.
Later, the Lviv resident persuaded the serviceman that his acquaintance, a doctor, could facilitate the arrangement of treatment at the military medical clinical centre and subsequent passage of the military medical commission. For this, the sergeant needed to undergo examinations and provide medical documentation.
Issuance of diagnosis and transfer of funds
In August 2026, the sergeant visited the neurologist. After reviewing the examination results and existing documents, the doctor noted the consequences of a traumatic brain injury in his medical record. She also recommended treatment in a day hospital, where the serviceman was subsequently admitted.
After this, the intermediary demanded $1,900 for obtaining a discharge summary from the inpatient medical card, claiming that without such a document, the serviceman would not be able to pass the military medical commission. The man demanded another $2,000 for further assistance in resolving the issue with the commission.
Investigators recorded two transfers of funds: on 19 August, the serviceman gave the man $1,900, and on 5 September — another $400. After the completion of treatment, the doctor recommended referring the sergeant to the military medical commission taking into account information about his health condition.
Detention and seizure of evidence
The next meeting between the serviceman and the intermediary took place on 6 October 2026 near the military medical clinical centre in Lviv. Inside the car, the man received another $2,000. According to the investigation, this sum was intended for preparing fictitious medical documentation regarding a mental illness. Such documents were subsequently planned to be used as grounds for removing the serviceman from military registration.
Immediately after the transfer of money, law enforcement officers detained the intermediary in accordance with Article 208 of the Criminal Procedure Code of Ukraine. On the same day, during searches, investigators found and seized mobile phones, medical documents, forged seals of medical institutions, and draft notes.
In addition, law enforcement officers seized cash in various currencies:
- 100,000 hryvnias;
- 30,000 US dollars;
- 500 euros;
- 120 Swiss francs.
Among the seized items were also a pistol and ammunition for it.
Procedural status and investigation
Under the procedural supervision of the Lviv Specialised Prosecutor's Office in the Sphere of Defence of the Western Region, both suspects were charged under Part 2 of Article 28 – Part 3 of Article 369-2 of the Criminal Code of Ukraine. The court determined preventive measures in the form of detention for the suspects, providing for the possibility of release upon payment of bail.
Currently, the investigation is clarifying all the circumstances of the case and checking whether the suspects could have been involved in other similar schemes. The investigation is being conducted by investigators of the Lviv Oblast police under the operational support of the Internal Security Department of the National Police, the Military Counterintelligence Department of the SBU, and with the assistance of the Internal Security Directorate of the Armed Forces of Ukraine.
In accordance with the Constitution of Ukraine, the suspects are considered innocent until their guilt is proven in court and confirmed by a guilty verdict.
