Reaction to the court ruling

Vitaliy Rybalko, who is a defendant in the high-profile criminal case "Carthage", displayed relaxed and condescending behaviour during the hearing at the Higher Anti-Corruption Court (HACC). In previously released recordings by the National Anti-Corruption Bureau of Ukraine (NABU), the man was known by the nickname "Boxer".

After the judge announced the decision on the preventive measure, Rybalko laughed. Responding to journalists' questions about his attitude towards the ruling, he first asked in surprise: "What?", and soon confidently replied: "We will sort it out", accompanying his words with a demonstrative smile.

Details of the HACC decision

On 5 November 2026, the Higher Anti-Corruption Court granted the prosecutor's motion from the Specialised Anti-Corruption Prosecutor's Office (SAP). The court ordered Vitaliy Rybalko to be taken into custody for a period of 60 days, i.e. until 2 January 2027. The payment of a bail as an alternative to detention is not provided for.

Charges of systemic corruption

Vitaliy Rybalko, along with other defendants in the "Carthage" case, is suspected of establishing a criminal organisation. According to the investigation, this structure engaged in systemic corrupt activities, large-scale embezzlement, and bribery of officials.
