How veterans can obtain state housing: step-by-step guide and requirements

In Ukraine, combat participants, persons with disabilities resulting from the war, and family members of fallen defenders have the right to state assistance in resolving their housing issues. However, merely possessing a combat participant certificate does not guarantee automatic receipt of an apartment. To join the waiting list, a citizen must officially confirm that their current living conditions do not meet the standards and undergo the housing registration procedure. For certain categories of individuals, an alternative in the form of monetary compensation is also provided.

Who is entitled to state housing

The following categories of citizens may apply for housing:

  • combat participants;
  • persons with disabilities resulting from the war;
  • family members of fallen defenders;
  • internally displaced persons who meet the established criteria.

It is important to understand that preferential status alone is not grounds for the allocation of housing. The key factor is proving the need to improve living conditions.

Grounds for registration

An applicant will be placed on the housing registration list if at least one of the following situations exists:

  • the living area per person is below the established standard;
  • several families or persons of different sexes aged nine years or older live in one room;
  • the premises do not meet sanitary or technical requirements;
  • the person lives in a dormitory or a communal apartment;
  • a family member has a severe chronic illness that makes cohabitation impossible;
  • the housing is rented under an official contract for at least five years.

Documents and application procedure

To complete the registration, an application signed by all adult family members must be submitted. Documents confirming identity, place of residence, and the presence of benefits are attached to it. Information may also be requested regarding whether the applicant is on the housing registration list at their place of work. Internally displaced persons must provide a valid IDP certificate.

Documents can be submitted at the Centre for the Provision of Administrative Services, the executive committee of the local council, or the district state administration (for Kyiv residents), depending on the applicant's place of residence.

The review of the application takes one month. Afterwards, the applicant receives a written response: either confirmation of registration or a reasoned refusal.

The process of receiving an apartment

After a positive decision, the citizen is included in one of the waiting lists: general, priority, or out-of-turn. The choice of list depends on legislative grounds and existing benefits.

Having a registration card does not mean immediate move-in. One must wait for their turn and a decision from the executive committee. It is the executive committee that makes the decision on providing housing, after which an order for move-in is issued.

Monetary compensation instead of housing

For some categories, there is an option to receive funds for the purchase of an apartment instead of the apartment itself. This right is held by:

  • persons with disabilities resulting from the war of Groups I and II;
  • family members of fallen defenders.

To be awarded compensation, two conditions must be met: being on the housing registration list and having a living area that does not exceed 13.65 square metres per person.

Thus, the first step for veterans planning to use state support is to check whether their living conditions meet the established criteria and to gather documents for housing registration.
