Zelensky emphasised the need to send clear signals to Russia that terror will bring it no benefit. He stressed that throughout the entire period of the war, Russia must bear financial losses.
«Потрібні такі сигнали від світу до Росії, щоб там відчули, що користі від терору не буде, вигод не буде, і "поки триває ця війна, буде палати їхня нафта й гроші вони зі світом заробляти не зможуть"» (Such signals from the world to Russia are needed so that they feel there will be no benefit from terror, no advantages, and "while this war continues, their oil will burn and they will not be able to earn money with the world"), the president explained.
He added: «Не треба гратися з російськими заробітками від нафти чи від газу, треба натиснути на Росію так, щоб у них не було альтернатив, крім закінчення цієї війни. Америка може це зробити, світ може це зробити. Потрібно припиняти ці російські вбивства» (There is no need to play with Russian earnings from oil or gas, Russia needs to be pressured so that they have no alternative but the end of this war. America can do this, the world can do this. These Russian killings must be stopped).
Zelensky confirmed that Ukraine continues to «цілком справедливо відповідати Росії на всі її удари по наших людях, по наших містах» (entirely justifiably respond to Russia for all its strikes on our people, on our cities). He thanked the units implementing tasks regarding «далекобійних санкцій України» (Ukraine's long-range sanctions) and promised: «На той удар, який росіяни готують зараз, ми обов’язково їм відповімо» (For the strike the Russians are preparing now, we will definitely respond to them).
According to the president, this year Russia changed its tactics: not only generation facilities but also networks and energy distribution systems are being attacked. The enemy is delivering «десятків ударів на добу» (dozens of strikes per day).
«Зараз швидкість відновлення має таке ж значення, як і наявність ракет у ППО. Тому кожен день має бути абсолютно ефективним у ремонтах, у відновленні, у будівництві захисту» (Now the speed of restoration is as important as the availability of missiles in air defence. Therefore, every day must be absolutely effective in repairs, in restoration, in building protection), he noted.
Zelensky announced that he had instructed the government to renew the programme that operated successfully last year. It provides monthly top-ups for everyone involved in repair work, as well as the rotation of teams working in the most difficult conditions.

Я розраховую, що цього тижня уряд представить усі деталі підтримки для ремонтних бригад та енергетиків» (Ukrainian communities must truly go shoulder to shoulder in restoration. I expect that this week the government will present all details of support for repair crews and energy workers), the head of state added.
He reminded that in recent weeks, repair crews and energy workers have been working almost around the clock across the country, restoring electricity supply after shelling.
