The Bureau of Economic Security (BEB) is investigating the activities of a network known as Monolit. According to law enforcement, this structure may have been used to import Apple equipment, unmanned aerial vehicles from manufacturers DJI and Autel, as well as components for FPV drones and communication systems into Ukraine. A key aspect of the case is that these goods were likely moved without proper customs clearance and payment of prescribed taxes.
The investigation assumes that behind the appearance of an IT entrepreneur and officially registered legal entities, a large-scale shadow network may have been operating. According to law enforcement data, its activities are linked to the import of equipment, cash settlements, and the use of cryptocurrency. As part of the investigation, possible facts of illegal movement of goods across the customs border, tax evasion, and money laundering are being verified.
Entrepreneur Kyrylo Pakhomov has come under the spotlight. A number of media outlets published his statement, in which he emphasised that he, his company Monolit, and LLC "Flymultitech" conduct import operations in accordance with current Ukrainian legislation. Pakhomov claims that all goods undergo proper customs clearance and tax obligations are fulfilled in full.
This public position emerged against the backdrop of the ongoing BEB investigation. On his own website, Kyrylo Pakhomov is listed as the general director, and in his LinkedIn profile he calls himself the owner of Monolit. A photograph against the backdrop of the Apple logo has also been published on his personal page.
According to YouControl data, no legal entities are registered in the name of Kyrylo Pakhomov. In 2021, he opened a sole proprietorship (FOP), whose main type of activity was data processing and hosting information on web nodes. Pakhomov is from Sloviansk.
One of the LLCs linked to the BEB investigation in this material is "Flymultitech". Pakhomov mentioned this structure in his statement. The company was established only in 2025. According to registry data, its owner is Yevhen Kozlov, who is registered in the Kramatorsk district. Thus, both men are linked to the Donetsk region.
Despite the fact that LLC "Flymultitech" has officially existed since 2025, law enforcement believes that the Monolit network may have been operating since 2022. According to the investigation, it was then that supplies of electronics and household appliances to Ukraine outside customs control may have been established.
Among the main product items likely imported illegally were Apple mobile phones and accessories, unmanned aerial vehicles with components, as well as portable charging stations and batteries from well-known global brands.
