Hypothetical protection plan

European states continue to explore the possibility of deploying peacekeeping forces on Ukrainian territory after reaching a ceasefire agreement with Russia. The Guardian reported that this scenario currently remains hypothetical.

Journalists interviewed several officials familiar with the details of the discussions regarding this plan. They spoke on condition of anonymity.

One source clarified that this refers to sending deterrent forces to Ukraine, which would consist primarily of European military personnel. These units are expected not to rely on American technology. In the event of a new Russian attack, these troops would be able to defend themselves.

Coalition military exercises

Discussions of these initiatives gained new momentum after Britain and France announced plans to hold coalition military exercises in Poland. Eleven states will participate in the manoeuvres: in addition to Poland, these are Germany, Belgium, Estonia, Lithuania, the Netherlands, Spain, Sweden, and Turkey.

The commander of these forces, Lieutenant General Tom Beitman, stated that the United Kingdom, France, and other European countries have committed to "забезпечити надійні та обов’язкові гарантії безпеки для України після припинення бойових дій" (providing robust and binding security guarantees for Ukraine after the cessation of hostilities).

Strategic goals and force status

According to Beitman, the aim of the training is to demonstrate "військової готовності, швидкого розгортання можливостей і здатності оперувати ефективно" (military readiness, rapid deployment capabilities, and the ability to operate effectively). He emphasised that these military formations would operate not as NATO representatives, but as non-allied forces.
