According to the tender documentation terms, the winner is determined solely on the criterion of price, which carries a weight of 100%. The size of the tender offer guarantee was UAH 574,700. At present, no complaints regarding the procurement conditions have been registered.
LLC "Building Company Bayur" was registered in Kyiv on 20 January 2021. Yurii Bashchenko serves as the head, owner, and ultimate beneficial owner of the enterprise, holding a 100% share. The company's main type of activity is the construction of residential and non-residential buildings.
Yurii Bashchenko is also the head and owner of other business structures. Specifically, he heads "BK Select", which specialises in finishing construction works, and "Synexis", whose main profile is also the construction of residential and non-residential facilities.
Open sources indicate that "BK Bayur"'s income in 2025 was approximately UAH 27 million. In addition to its main line of business, the company carries out adjacent works, including electrical installation, plastering, and preparatory operations.
The enterprise has experience participating in public procurement. For example, in August–September 2026, "BK Bayur" participated in a tender for the current repair of the premises of Kindergarten No. 68 "Dzvionochok" in the Sviatoshyn district of Kyiv. The expected value of that project was around UAH 521,000, and the company's offer was deemed the most economically advantageous by the customer.
LLC "TEP CAPITAL" was registered in Kyiv in March 2025. The company's head is Oleh Cherepnya, while the owner and ultimate beneficial owner is Serhii Pavlenko. The enterprise's charter capital is UAH 10 million.
According to open registry data, "TEP CAPITAL" is active in the public procurement market. The company has already won more than 180 tenders for a total amount exceeding UAH 1 billion and has signed contracts for a similar sum.
After the completion of the qualification stage and the official approval of the winner, Kyivvodokanal will have grounds to sign a contract for the repair of the "Khvylya" sanatorium-profilactorium, which is on the enterprise's balance sheet.
