The Norwegian government has announced financial support for Ukraine amounting to 500 million Norwegian kroner, equivalent to approximately $53 million. These funds will be directed to the state budget to guarantee the timely payment of salaries, pensions and social assistance. The money will also help maintain the operation of key public service sectors in early 2027.

Foreign ministers' statements

Information about this aid was published on the official website of the Norwegian government. Norwegian Foreign Minister Espen Barth Eide emphasised the importance of preserving daily life for the country's resilience despite the prolonged war.

«Стійкість України також залежить від того, чи вдасться зберегти повсякденне життя, навіть попри тривалу війну. Норвегія допомагає забезпечити, щоб діти могли ходити до школи, лікарні могли лікувати пацієнтів, а пенсіонери – отримувати свої пенсії» (Ukraine's resilience also depends on whether it is possible to preserve daily life, even despite the prolonged war. Norway is helping to ensure that children can go to school, hospitals can treat patients, and pensioners can receive their pensions), said Espen Barth Eide.

He provided details of the financing after a meeting with Ukrainian Foreign Minister Andriy Sybiha in Warsaw. During the visit, the ministers participated in a meeting attended by representatives from Germany, Poland, the Nordic and Baltic countries, as well as EU High Representative for Foreign Affairs and Security Policy Kaja Kallas.

Financing and oversight mechanism

According to Eide, Norway and Finland are also jointly helping Ukraine prepare for future negotiations with Russia, with the aim of facilitating the achievement of a lasting and just peace.

The financial assistance will be provided through the World Bank's multi-donor trust fund. This fund reimburses verified expenditures on salaries, pensions and social payments in the civilian sector, including in the fields of healthcare, education and emergency assistance.

As noted by the Norwegian government, the allocated funds will allow for the support of socially vulnerable households, pensioners and public sector workers, as well as cover financial needs at the end of the year. The statement also highlighted the existence of special oversight mechanisms: expenditures are verified before reimbursement, and the processes themselves are subject to external monitoring.
