Detention of opposition leader
Russian businessman and politician Samvel Karapetyan has been detained in Armenia. He is the head of the opposition party "Strong Armenia". According to the investigation, he is suspected of involvement in a series of financial crimes committed at Armenia's Electric Networks (ENA).
Criminal case details
As reported by Armenia's Public Radio, citing the Republic's Investigative Committee, public prosecution has been initiated against 36 individuals within the framework of this criminal case. According to the investigation, from 2016 to 2024, a group led by Karapetyan abused its official powers.
The damage inflicted on the company is estimated at 64.6 billion drams, equivalent to approximately $179 million. According to law enforcement, the scheme involved obtaining loans that exceeded the enterprise's actual needs. The funds were then transferred to shareholders in the form of dividends, and unjustified payments were made to affiliated organisations. The suspects are also accused of money laundering.
Searches and other suspects
Investigators simultaneously conducted searches at 65 addresses. Among the other individuals named in the case are former executives and members of the ENA board of directors, as well as heads of companies linked to the power grid. The investigation is ongoing.
Political context and suspect's wealth
Samvel Karapetyan ranks 44th in the Russian Forbes ranking, with his wealth estimated at $3.2 billion. In the parliamentary elections on 7 June 2026, his party "Strong Armenia" came in second place, securing approximately 23.3% of the vote.
Previously, Karapetyan was also accused of inciting a seizure of power following his sharp statements directed at Armenian Prime Minister Nikol Pashinyan. During that period, the Russian Foreign Ministry and representatives of Russian state media spoke in defence of the businessman.
Meanwhile, all accusations currently remain an investigative hypothesis. The guilt of Karapetyan and other individuals named in the case can only be established by a court decision.
