The Specialised Anti-Corruption Prosecutor's Office completed work on the indictment against one of the deputies of the Lutsk City Council on 28 October. The case materials, received from the National Anti-Corruption Bureau, have been submitted to the court. According to the investigation, the politician, together with other elected representatives, demanded money for facilitating the adoption of decisions necessary for the construction of residential buildings in Lutsk.
According to the pre-trial investigation version, the criminal scheme was implemented by two deputies of the Volyn Regional Council, who headed factions, in collusion with two leaders of factions in the Lutsk City Council. They asked a former People's Deputy, who was using a land plot, to provide them with 140,000 US dollars.
Under the suspects' plan, 110,000 dollars of this total sum was to be received by the regional council deputies and other individuals, while another 30,000 dollars was designated for the two leaders of factions in the Lutsk City Council. In exchange for these funds, they undertook to facilitate the adoption of decisions that would create legal grounds for the construction of a multi-apartment residential building in Lutsk.
In addition to the main sum, the investigation established that a deputy of the Volyn Regional Council, who headed one of the factions, together with two leaders of factions in the Lutsk City Council, asked the same land plot user for another 3,000 dollars. This money was to be paid for facilitating the adoption of decisions necessary for the construction of 14 residential buildings in Lutsk.
Investigators documented the actual transfer and receipt of part of the funds, as well as their subsequent distribution among the suspects.
The deputy of the Lutsk City Council is charged with crimes provided for by parts 3 and 4 of Article 368 of the Criminal Code of Ukraine.
