“UkrGazbank” initiated court proceedings against Vasyl Mykolaiovych Astion, who previously held the position of deputy of the Dnipropetrovsk Regional Council. The financial institution is demanding the recovery of over 774.5 million hryvnias from the defendant. This amount arose from the credit obligations of four agricultural enterprises, for the fulfilment of which Astion acted as a personal guarantor.
It is worth noting that a significant part of the debt, namely over 166.8 million hryvnias, has already been repaid by the state budget on the basis of a guarantee provided by the Cabinet of Ministers.
Court case No. 904/4961/26 is under review in the commercial courts of Dnipropetrovsk Oblast. The history of the obligations began on 11 April 2022, when “UkrGazbank” concluded a general credit agreement No. 111/2022/DnOD-KB-GKD with two companies: LLC “Agrofirm “Skhid Agro” (EDRPOU 30506220) and LLC “Peremoha” (EDRPOU 30927164).
Later, on 20 May 2022, two more business entities joined the terms of this agreement: LLC “Vidrodzhennia” (EDRPOU 30699186) and LLC “Dniproagroallians” (EDRPOU 34590337). It was for the financial obligations of these four legal entities that Vasyl Astion personally provided a guarantee.
According to bank data as of 30 July 2026, the total amount of debt is 774.59 million hryvnias. The structure of this debt is as follows:
The bank applied to the court with a request to impose a seizure on Astion's real and movable property, his corporate rights, and other assets within the limits of the claim amount. However, on 20 August 2026, the Commercial Court of Dnipropetrovsk Oblast refused to apply security measures. The first-instance court justified its decision by stating that the plaintiff had not provided sufficient evidence that the guarantor was taking actions aimed at evading the fulfilment of obligations.
Disagreeing with this verdict, “UkrGazbank” filed an appeal. On 22 September, the Central Appellate Commercial Court partially upheld the bank's claims and ordered the seizure of the debtor's assets in the amount of 774.59 million hryvnias.
In the case materials, the bank listed the objects belonging to Astion that are subject to seizure. Among them are:
