The National Anti-Corruption Bureau of Ukraine (NABU) has completed its review of the annual declaration of Oleksandr Marko, a former deputy of the Lviv District Council. The document was found to contain false information with a total value exceeding UAH 22.4 million.
Marko (born 26.03.1972) is an entrepreneur from the Lviv region and owner of a hotel business, associated with development projects under the San Marco brand in the Sokilnyky area and Lviv. He previously held the position of deputy of the Sokilnyky Village Council and was elected to the Lviv District Council from the "Svoboda" political party. In the local council, he chaired the permanent committee on agro-industrial complex and land relations.
In September 2025, Marko resigned from his deputy mandate, yet he submitted his 2025 declaration as a district council deputy. He is the ultimate beneficial owner of JSC "Closed Non-Diversified Venture Corporate Investment Fund 'Business City'" (Unified State Register of Legal Entities code 43600104) and is associated with the companies LLC "San Marco City", "San Marco City 2", and "Sportpersona-Plus". Public sources mention scandals surrounding his construction activities, specifically the conversion of a hotel complex into a high-rise building and construction on the site of archaeological objects.
The largest sum of discrepancies concerns financial assets—approximately UAH 17.37 million. In his declaration, Marko indicated holding UAH 25 million in cash as of 31.12.2025, as well as USD 348,000 and EUR 103,000.
An analysis of fund movements showed that official income for 2025 (approximately UAH 4 million from entrepreneurial activity after tax payments and a modest salary) did not cover the simultaneous increase in cash by UAH 7 million and expenditures exceeding UAH 11 million.
Among significant expenditures is the purchase of an Audi Q4 e-tron (2024) for approximately UAH 1.26 million, the purchase of parking spaces, and the provision and increase of revolving financial assistance to his own companies, specifically LLC "San Marco City" and "Sportpersona-Plus".
Marko explained the origin of the large cash sums as previous savings (since 2016), long-term income from his sole proprietorship, and dividends received in 2024 from the "Business City" fund amounting to over UAH 21 million gross.
NABU did not take these explanations into account. The bureau noted that the declarant did not provide sufficient supporting documents regarding the sources of the declared cash, and an analysis of bank accounts did not confirm the possibility of accumulating such significant funds.
In addition to financial assets, a number of other discrepancies were found in the declaration:
Most of Marko's explanations, specifically regarding technical errors, a misunderstanding of the rules for declaring land in use, or the fact that the information "is already in tax registers", were not taken into account by NABU.
The detected information indicates signs of a criminal offence provided for by Part 2 of Article 366-2 of the Criminal Code (declaration of false information).
